It says the dog part itself, which almost nothing here does. From the pub's own site: "We're also dog friendly, inside and out, so bring your four-legged friend and come enjoy a cold one!" Most venues in these categories leave the question to the press. This one answers it in its own words, and it answers the harder half of it too.
"Inside and out" is the unusual bit. Chicago's dog-friendly-area ordinance governs retail food establishments and confines dogs to a designated outdoor area with its own street entrance — which is why nearly every listing on this site is a patio and nothing more. A bar that is not operating as a food establishment is not working under those constraints in the same way, and that is how a place like this can welcome a dog indoors when a restaurant two blocks away cannot. It is an evening bar. Doors at 3pm Monday to Friday, 2pm at weekends, and it runs to 2am most nights and 3am on Saturday. There is no daytime option here — if you want a mid-afternoon patio with a dog, this is not it.
The beer garden is the draw in warm weather. The pub calls it "world-renowned," which is a corner bar being a corner bar, but the garden is real and it is private rather than streetside.
